
On April 2, Albert Khalisovich Gilmutinov, Assistant to the Chief Executive of the Republic of Tatarstan, Kazan Federal University Vice President Gimir Khan Arishev, and Zhang Dali, Director of the China Preparatory Program at Kazan Federal University, visited our university for an exchange visit. Li Jingping, Chairman of the university, Cao Shengqiang, President, and heads of relevant colleges and functional departments participated in the symposium. Both sides engaged in in-depth discussions on topics such as the construction of Sino-Russian Advanced Technology Universities, vocational education overseas expansion, and cooperative education programs, reaching several important consensus points. Cao Shengqiang presided over the meeting.

Li Jingping, representing the university, extended a warm welcome to the delegation from the Republic of Tatarstan, Russia. He emphasized that under the strategic guidance of the two heads of state, the 2026-2027 "China-Russia Education Year" has created historic opportunities for educational cooperation between the two nations. The China-Russia Advanced Technology University project, jointly promoted by Shandong Province and the Republic of Tatarstan, stands as a key collaborative initiative under this framework and serves as a core platform for jointly cultivating international talents in advanced technology fields. Li stated that the university has consistently supported and participated in China-Russia educational exchange programs, pledging to provide comprehensive services and solid support for project implementation with sincerity and pragmatism. With strong Russian backing, the university looks forward to deepening collaboration with Kazan Federal University to establish the China-Russia Advanced Technology University as a benchmark model for educational cooperation, aiming to nurture more high-quality interdisciplinary technical professionals with global perspectives and advanced technological expertise for both countries.

In his speech, Gilmutinov Albert Khalisovich first expressed gratitude for the school's warm reception and meticulous arrangements. He stated that Shandong Cultural Industry Vocational College boasts a large-scale educational program, first-class practical training conditions, and impressive development achievements. He emphasized the significant importance of the China-Russia Advanced Technology University project and expressed hope for Shandong Cultural Industry Vocational College's deep involvement in the project construction. He also sincerely invited the school to establish a branch campus in the Republic of Tatarstan, Russia, to promote the "going global" development of China's vocational education and build a new bridge for Sino-Russian vocational education exchange.

Alishaev, Jamil Khan, and Bradovic emphasized that Kazan Federal University places high importance on its collaboration with Shandong Cultural Industry Vocational College, expressing willingness to establish comprehensive and multi-level cooperative education programs. The two institutions may jointly develop Russian language preparatory courses to facilitate students' language proficiency for studying in Russia, while implementing faculty and student exchange programs to enhance academic and teaching resource sharing, thereby deepening and solidifying inter-university educational exchanges.


During the symposium, both parties engaged in thorough discussions on cooperation details, with a friendly and pragmatic exchange atmosphere. Following the event, the participants exchanged commemorative gifts to capture the memorable moments of their interaction.
Prior to the symposium, the delegation from the Republic of Tatarstan, Russia, visited our university's planning model, campus environment, intangible cultural heritage inheritance and innovation studio, as well as practical training facilities. The delegation was deeply impressed by the campus's picturesque environment, comprehensive practical training infrastructure, and large-scale educational layout.






This academic visit has further strengthened the collaborative foundation between our university and the Republic of Tatarstan, Russia, as well as Kazan Federal University. It has opened new avenues for our institution to participate in the China-Russia Advanced Technology Universities Project and advance the internationalization of vocational education. Moving forward, the university will continue to deepen international academic exchanges and cooperation, adopt an open approach to integrate into the global vocational education landscape, focus on talent cultivation and program development, and nurture high-quality technical professionals capable of serving national strategies and international collaboration. Through concrete actions, we will actively support regional vocational education exchanges and cooperation under the China-Russia Education Year framework.
